Just as the Pope has a SWISS Guard perhaps he could have an ENGLISH choir!
Or an English music director! Westminster Cathedral has been blessed by one superlative DoM after another, including the present incumbent, Martin Baker.
What stands out is the lack of eye contact between the Sistine choir and conductor compared with the cathedral boys.
Never! The italians will never accept the english style in their choirs! :-)

Having been present at the major ceremonies of the Triduum in Rome in 1979 I paid a return visit to St Peter's Basilica in the early evening of Easter Monday. Half way down the nave I was drawn by the sounds of singing of an almost unearthly beauty coming from near the altar of the Cathedra. Passing beyond the high altar I found a mass in progress- accompanied by a choir from Birmingham. Non Anglii, sed....
It's a bit hard to gauge the quality of the Vatican boys -- given that the video you've linked has got pretty much constant commentary going on over the top, unlike the one from Westminster Cathedral. Of course, we all know how bad the choir used to be: this video doesn't really give much of an impression of how it's progressed...
